Council on the protection of the professional activities of journalists and freedom of speech

In order to ensure compliance with the constitutional right to freedom of speech, establishing an effective mechanism for interaction between the public authorities and the media, other institutions of civil society on these issues, in particular to prevent pereškodžannû the legitimate professional activity of journalists, in accordance with paragraph 28 of article 106 of the Constitution of Ukraine, I resolve to:

1. Establish the Council on the protection of the professional activities of journalists and freedom of speech (further-Council) as a consultative and advisory body of the President of Ukraine.

2. Appoint the Chairmen of the Board Andrew TARANOVA Ivanovich-Deputy Head of administration of President of Ukraine and Sviatoslav CEGOLKA, Press Secretary of the President of Ukraine.

3. Approve the following added:

The position of the Council on the protection of the professional activities of journalists and freedom of speech;

the staff of the Council on the protection of the professional activities of journalists and freedom of speech.

4. Spìvgolovam of the Council provide the month holding her first meeting.

5. This Decree comes into force from the day of its publication.

The POSITION of the
of the Council on the protection of the professional activities of journalists and freedom of speech

1. Council on the protection of the professional activities of journalists and freedom of speech (further-Council) is a consultative and deliberative under the President of Ukraine.

2. The Council in its activity is guided by the Constitution and laws of Ukraine, acts of the President of Ukraine, Cabinet of Ministers of Ukraine, other laws, and this regulation.

3. The main tasks of the Council are:

monitoring the condition of ensuring the protection of the professional activity of journalists and freedom of speech in Ukraine;

analysis of the legislation on the protection of the professional activities of journalists and freedom of speech and the preparation of proposals for its improvement and conform with European democratic standards, the elaboration of agreed proposals concerning priority measures on these issues;

assistance in establishing an effective mechanism for interaction of State bodies and institutions of civil society, including the media, on the protection of the professional activities of journalists and freedom of speech.

4. The Council for the performance of the tasks entrusted to it, shall have the right in the prescribed manner:

1) solicit and receive from State bodies, bodies of local self-government, public associations, enterprises, institutions and other organizations with the necessary information, documents and materials;

2) involve consideration of issues that belong to the competence of the Board, the employees of executive bodies, enterprises, institutions and organizations (in consultation with their managers) as well as representatives of local authorities, the media, experts (with their consent);

3) organize conferences, seminars, meetings and other events with issues that belong to the competence of the Council.

5. The Council is formed consisting of two co-chairs, Secretary and other members of the Council who participate in its work on a voluntary basis.

Staff of the Council are approved by the President of Ukraine.

Co-chairs Of The Council:

jointly organize the activities of the Council and will be co-chaired by alternately at its meetings;

initiate meetings of Council, provide training issues for consideration by the Council.

Secretary of the Council provides training materials to the agenda of the work of the Board, monitors the implementation of adopted by Council decisions and regularly (at least once a quarter) informs the co-Chairmen of the Council on the progress of their implementation, on behalf of the co-Chairmen of the Council of other tasks.

6. The main organizational form of work of the Council is meeting, convened on behalf of the co-Chairmen of the Council of the Secretary of the Board and are optional.

Meeting of the Board is qualified if attended more than half of its members.

7. Decision of the Council taken no less than two-thirds of the votes present at the meeting of the members of the Council and are documented in the Protocol signed by the presiding co-Chair of the meeting and the Secretary of the Council.

Copies of the protocols of the meetings of the Council are provided to all members of the Council.

Decisions of the Council, if necessary, implemented by us in accordance with the order of the acts of the President of Ukraine, the President of Ukraine to the Verkhovna Rada of Ukraine of the relevant bills.

8. Organizational, informational, logistical support of activity of the Council is carried out by the administration of the President of Ukraine, State Administration (within the limits of competence).
